I have noticed many F-em patches are used just in multi-layering mode rather than operators (that is without FM-ing each other).
What does Collective do F-em can't?

Well, for one thing, Collective can utilize sampled waveforms in a subtractive synthesis architecture. I think most of its presets are, in fact, one or two-oscillator subtractive setups. So in that respect, Collective is more like a Korg M1 or Triton than a DX7.
But you raise a point that I believe most Collective uses aren't aware of: Collective is a fairly competent 4-operator FM synthesizer as well. On that front, of course, F-em would be able to surpass Collective's abilities multiple times over.
If anyone here has Collective and has been curious about getting into FM synthesis, Collective is a pretty easy way to start experimenting. It's limited in the algorithms available, of course, but gives you more than enough to get started.

as an fm synthesizer, I don't like its sound, control, unstable, presets cannot be saved, very bad quality.
