Could be me getting this wrong, but in MSF go to MIDI Settings > Notes > Values > Mode

Would it also be possible to get a note per octave value in this too, I guess following the existing naming convention it would be "key (all octaves)". So as an example C would be 0% all the way to B being 100% (or 0 to 1 perhaps) but then starts back again for the next octave? Perhaps being able to set the root note for 0% would be useful.

Seems correct to me, but remember it is converting the frequency, not the note number. That's because the typical use is to attach it to an EQ band or something, which is log scale.
Anyways "key (all octaves)" probably makes sense, added to todo list.
