Does setting oversampling in MXXX apply to all the modules used in your selection.
or do you have to set oversampling individually.

If you set oversampling globally, then it will oversample the entire plugin, including all the contained effects etc.
The individual per-plugin oversampling is there in case you wish to apply oversampling to only some of the plugins, but not all.

.. so if I set the Global oversampling to 2x and one of the MXXX plug-ins to 2x, does that mean that I get 4x oversampling in that plug-in and 2x in the others?

Correct, you can even stack them up
. Say 8x global, then 8x the modular inside and inside that 8x in a waveshaper inside it, that would get you 512x oversampling
