Yes, you can do pretty much anything you want with Plug'n Script, especially if you are going native.

If you use scripting you do not need a Mac to export to Mac (except maybe for code signing the resulting binaries as it is now required to post process the plug-ins to load them on recent versions of MacOS). However if you are going native, you will need a Mac anyway to compile the native library.
Audio Units can be distributed without any specific license, as far as I know. For AAX you need an agreement with AVID, and an extra signing step is required after the plug-in has been exported if you want to load it in non-developer versions of Pro Tools.
