Are you new to Reaper? In my experience, the best features "for you" can come at any time. I don't really think about whether I'll upgrade or not, I will. The last upgrade was in Oct 2016. That was seven years ago. So, yes, I see reaper as a subscription with a cost of something around $10 a year paid in advance. There are enough new features to justify this year's $10 upgrade.

Ah, I can see then why you think that this is a big deal. It's really not. Cockos continually updates Reaper and releases updates of various sizes on a near constant basis. Sometimes they include major features, often they are minor collections of features and bug fixes. Some of my most used updates over the last few years just came at some point release and weren't associated with a major version number in any way. While the new major number updates are often a bit larger, they are a bit different from other vendors. I really don't see them as much of a change TBH. The only major thing that is associated with major releases is that they might trigger an update payment for you. Ah, neverbeeninariot already suggested Licecap, which is very nice and low overhead. I usually use ShareX, though, as I also use it to grab video captures of game prototypes, for audio mockups, and that sort of stuff. How? There's no paintbrush icon on the toolbar.
Use the left/right arrow keys to stear and the up key to thrust, delicately.

And the contrails/exhaust is the paint.
You fly the rocket, and it paints as it flies. Think of it as lunar lander meets paint.
