Ableton Live - Track Delay Feature . . . Any Other DAWs have this?

In Reaper it is the Media Latency option, just open the Track Routing and there you can set the delay

Yeah in Reaper it's called Media Offset, as noted above it's found in the track routing window which opens when you click any of the send slots.
