Are there any chorus effects plug-ins that achieve chorus effect by modulating the delay time of the input signal, like the “stereo chorus” effect in Korg’s “Workstation” synths ?

Any chorus effect is made by modulating a small delayed version of the input signal, mixed together. Btw, we just released one ;)

AFAIK by modulating the delay time the effect = Modulation Delay. AFAIK by modulating the pitch of fix delay time pitch shift is involved = Chorus/Vibrato effect. Right or wrong?

Not quite right.
All chorus and flanger effects use a very short delay. Those delays are modulated by LFOs, which produces pitch fluctuations in the delayed signal (vibrato, essentially). Mix with the dry signal, and you get chorus.
Use even shorter delay times, and usually some feedback, and you get flanger.

Adding to what MTorn said, ...use longer delay times and you get modulated delays. You basically get 4 FX with modulated delays:

1. Flanger: very short modulated delay times (<5ms), usually some feedback, dry signal blended
2. Chorus: still short (5ms-30ms) modulated delay times, no feedback - dry signal blended
3. Vibrato: basically the same as chorus, but fully wet (no dry signal - so you just get the wobbly part of the sound)
4. Modulated delays: longer delay times, also modulated, usually with feedback

...they're all variations on the same effect. An analog-style delay effect that goes down to zero (or very close to) with an LFO should be able to do all of those 4 FX.

This is how this stereo chorus effect is explained in Korg manuals. ( I like it best with triangle LFO )

I’d pretty much say that there are no stereo chorus effects that don’t work this way.

I have entire Korg collection. MDE-X doesn't have that chorus unfortunately. Korg triton vst and triton extreme vst do, but they can't be used as effects processors
