Its the waveform volume/pan plugin. Once removed from a midi track, Midi record/playback functions as expected

That seems like a really weird bug. The MIDI signal should not be affected by the vol+pan plugin . Can you maybe place the Midi monitor plugin in between the vol=pan and solo mute buttons, so it is the last in the chain just to see if any data is getting past/blocked by the vol+pan plugin . thanks

Following your instructions Data is getting by volume/pan, Interestingly, the behavior continues if volume/pan plugin is removed but midi monitor is left on the track..also replicated with Midi CC plugin on the track

Don't hesitate to write a bug report, especially if you already discovered a direction where the developers could start to view at then mention your findings. This will help all us users most! Only bugs which are reported can be on their To Do list...

I've also filed a bug report on V13's inability to play back on MIDI hardware. Seems there's definitely something amiss. I received a confirmation of receipt from support, but haven't heard back yet.
Seems to record MIDI just fine, but definitely isn't playing back correctly.
Exact same setup tested on v11.5 and v12.5 works perfectly. So it's indeed v13's issue.

Latest Beta release notes this issue was fixed. Play start still sends note off message, play start also causes program change
