Possible scam buyer! Using PayPal Friends & Family = NO PROTECTION if you get scammed

Back at it again, this time as Music4damind. Long ago, this person tried to scammed me, but failed because they were just too amateur in their tricks.
I felt the name Karim Chibah seemed familiar, so I searched my email history. And, I saw the payment request he previously sent me in his attempt.
I forgot the KVR username, but I know that account was banned after I reported it.
The email for the PayPal in this previous scam attempt is:
samiangreene@gmail.com
The email he used to send me harassment emails after he got banned is
mirakjazz@yahoo.co.uk

They still haven't been banned yet. I've tried messaging admins before about other matters, without success. So, if anyone sees this and wants me to show them the email as proof, please feel free to contact me.

It is possible that today I ran into this same person here. hokayo account wrote to me saying that he wanted to buy a license from me. When I asked for a refund he wouldn’t do it and tried to offer me other products or otherwise wouldn’t refund me.
These are the two fake accounts he has and maybe he had more and there’s already some bad experience with other people in forums .

Its very sad that they cheating again and again and its no chance now catch him... for now...
and they cheated me from same email here in kvr
after my refusal, this person began to behave inappropriately and write complaints about me. flood my personal messages. He also created another account and again tried to make a purchase from me under a different name (new account name is zendrip).
update: this person continues to stalk me from the account he created today, threatening to write negative feedback

hokayo here. This user warcat has a personal problem with me, and says that my account had mixed feedback and decided not to risk it. However there is no evidence as this person is unable to link any. He's simply discriminating.

Hello. Avoid seitzxvx. He messaged me on Aug 1 and told me to email hconnerstone@yahoo.com. Paid him for Hypersonic 2, didn't get it or any shipping details. Looked up his email address, found this: https://forums.yoyoexpert.com/t/negativ ... ner/407668. Scammer!

PP friends & family = the buyer can get in trouble
PP with buyers protection = the seller can get in trouble
( the "buyer" can open cases "i have received an empty parcel", the "buyer" can take out spare parts, etc etc )
in any case: ask for a demo video with certain things to show, ask for knobs and sliders in certain positions, make whatsapp video calls etc

This JUST happened to me, however seller has a decent amount of positive feedback in the feedback thread...
They said it because my account is new.
Why would any seller insist on this? If there's documentation of an agreed upon price what the buyer is selling, they could easily show that to paypal if someone tries to get a refund?

- dont chase after prices that are too good to be true. Accept paying for things you need at a reasonable price and sell stuff you don't use. Don't get greedy for cheap prices -- a stable bait scammers use every single time.
- avoid non-refundable payment options if you have any bit of a reason to suspect them. Heck, even if you don't have any suspicion, prefer refundable options. I will always offer people who want a lower price a non-refundable option, but I never encourage it.
- always assume worse for those with less forum history and activity. You have to protect yourself, and those who are reasonable can understand why forum history and activity is important.

Did PayPal start allowing accounts where you could not select the option for buying goods and services? I recently tried to send a payment where friends and family was the only option. Red flag? I didn’t even know it was possible to limit this on your account.

it may depend on the country of the PayPal account.
