I've set up 1-63 as my velocity range but a monitor connected to its event output shows all velocities being passed.

Aha! I had Automatic MIDI Input Focus enabled and the events weren't going through the filters..!!
(I wish the Event Monitor had a right-click "Clear display" option so I could reset what's displaying for more easily comparing two points in the flow. Currently I have to get rid of an instance to reset it.)
