According to my non-lawyer and very brief research, my completely speculative assumption is that the move from perpetual to time-limited licenses is actually what allows them to legally set and collect transfer fees lol. Why would they need to limit the duration of their licences to comply with EU law? I've never heard about this before. Have other developers introduced such policies, perhaps in their "small print", that I should be looking out for, prior to any future purchase? And what EU laws are requiring such policies?
The CJEU judgement in Case C-128/11 UsedSoft GmbH v Oracle International Corp. says that “An author of software cannot oppose the resale of his ‘used’ licences allowing the use of his programs downloaded from the internet. The exclusive right of distribution of a copy of a computer program covered by such a licence is exhausted on its first sale.”
