I'm very confused as they have previously stated that they're not sure if they will do it again after LA-2A freebie (or something along those lines on the forums), but I think this is them testing the waters some more.
There's a very long explanation from what I know, why machine auth wasn't initially available, but to be concise - this is because of primarily windows p*racy (censored, because idk if KVR has filters) and they can't add machine auth to mac, while not adding it to windows, so this (iLok Cloud or dongle) is the system they went with.
So yeah, they are trying to see if the pirates "will bite" and if they will find a way around their protection. And from other things I've heard UA protection with iLok is definitely more advanced than other devs who use it. They even took a longer time on Windows to release Spark because of this if I recall correctly.

I don't have this specific version of the Pultech but all my UAD Native stuff is cloud or dongle only

If I'm not mistaken by my count they're counting the 3 versions of the 1176, the 3 versions of the LA-2A and the 3 parts of the Pultec EQ as separate plugins.
So do they count as "different" plugins? Meh I think that's stretching it a bit.

I do want to say that I think a better approach would be to have all revisions of one hardware within one plugin. Similarly to how Overloud's Comp LA works (it can switch between LA-2A and LA-3A, I know they're different, but same concept).
