It should be out by now and normally they start teasing the next version in April already.
I wonder in what way the insolvency affects the release... are they just taking their time, or....

Taking their time. They announced a few weeks ago on the Samplitude forum that they are working on X9.

In my own words: Yes, we are working on X9. But due to complex development tasks and standards we set for ourselves, we need some more time for X9 to be finished : )

Well, if bankruptcy has been declared, then anything is possible. You let the developers
continue working as long as you have money to pay them.
There is rarely any communication between the insolvency administrator and the operational
staff, i.e. the developers. Only when the insolvency administrator has made up his mind on a
decision is it announced to everyone. And such a decision can of course be anything - from
"We're going ahead with everything" to "We're stopping everything now".

(Actually bankruptcy can't "be declared" in Germany - it's a criminal act which you can end up in jail for. Insolvency is not to be confused with it. )

From a rational point of view it looks very good indeed. Maybe you should read their statement above again and analyze it rationally.You can somehow talk yourself into it - maybe that makes psychological sense - but

They don't say they don't know and they would know if they wouldn't know.
So either they're purposely lying, or what they say has to be taken at face value.
What might be their reason for purposely lying in regards to this, what would they gain?
Then: they say they're actively working on X9 as we speak (and are quite at an advanced state already) and again there's no reason at all not to take this info at face value.
So what sense would it make to stop this development shortly before the release? I.e. spending a lot of money on the development of a product, then stop shortly before the release that would most probably mean a significant increase in revenue? It would make no sense at all.
So from a rational point of view there is absolutely no reason to doubt that X9 is going to be released shortly.
Questioning everything is totally different from doubting everything, even though I think a lot of people conflate both all the time.

their flagship, Samplitude. This DAW is really top - and has some outstanding
features.
I just know how insolvency proceedings typically go - and what management
usually does in such proceedings and how it communicates. But it could also -
as Jens believes - continue like this and Samplitude be saved. It could be that,
for example, a new investor is simply being sought in the background.

This should be refined. Magix isn't an independent company, I don't know who bought them but their management is external. Sad state, unfortunately. Samplitude is a relly good and mature DAW. It should continue.
This story reminds me Cakewalk and Sonar. So, may be, all will be fine.

Wow - they seem to be keen to really make things different now - not only did they just release another, not quite unsubstantial new update for X8, they also added the update to Spectralayers 11 for free to the Suite.

No, not yet - atm they still keep extending the current sale-period for X8 (as they do).
Last deadline was 1st of September, but now it's been extended until the 29th - so assuming it's the end of the sale for real ths time they probably will announce X9 on Monday, September 30th together with another "purchase X8 now, get X9 for free"-Sale that will run until the release of X9 (two weeks later or so).
They did the same with Vegas recently.

Hmm. I'm considering updating in order to get Spectralayers Pro 11. But I'm debating on the rest of the Suite. The package includes Soundforge two versions behind (16 rather than 18) and Samplitude at ProX 8. Most recently I've been using Reaper, so the Samplitude update isn't the highest priority. But if I'm going to spend the money, being current would be nice. And I have a number of vouchers for Steinberg stuff: Wavelab 12 at $150 is tempting, so I have to debate that against Soundforge as well. Hmm.
