Problem is, I don't think anybody knows the answer, Intel included... Also which voltage reading have you checked? So in HWinfo, there's "SA VID" - voltage requested by CPU, and "SVID OUT" voltage delivered by voltage regulator... My reading are like, 1.3 requested, 1.25 delivered... If you are patient enough to watch this:
There's a working theory that it may be the ring falling apart from high voltage, from what I understand i9s run in 1.4-1.5v territory.
What's interesting is that there is basically no response from Intel. Possible reasons may be: a) they have no idea what is going on, b) they know what is going on, c) they don't care. I sincerely can't decide which is the worst case.
Anyway, follow the basic rule of Hitchhiker's Guide to the Galaxy; don't panic. If it goes bad, try to RMA. Think of a backup plan. I think I would try get 12900k, which you can still buy new, try to RMA and then get rid of 14700k (which I expect may be quite hard as this affair get momentum) and accept that I made a wrong choice. Not the first time in my life. Be happy you didn't get i9.
