Only VST2 is receiving program changes, can you please update to vst3 can too.

Just tested in Reaper and everything seems working fine

Tested in Live 12 and only vst2 is working with prog changes, vst3 nothing. same in bidule standalone.
But Prg changes are not really that useful anyway because there is always silence when being triggers and then plays on subsequent bars.

I've found this to be a general problem with Ableton and program changes with any brand plugin, only works with vst2 it seems.

Well, VST3 has a very obscure MIDI implementation. I guess talk to the developer of the DAW you are using.
