ok midi learn is kind of like something that takes over no matter what vsti/vst is going on there, and it says okay im going to let you control whatever knob with whatever hardware midi controller.

Not exactly.
MIDI learn is built into the VST, or not. In your original post, you said that you want this as a 'shell' option, and I understand what you want-- that even VST without MIDI learn will automatically have it because of the host's 'shell' effect.
I just don't understand how you think this will be accomplished.

The user notifies the host that any activity on a given CC number should be converted to appropriate automation data for a given parameter.
at a UI level there are a number of ways you can implement this, and various other design choices, such as track level or global mapping.

Live4 has this, you don't use the VSTi's native UI to set it up, you use the default UI controls that are viewable at the bottom of the screen. Some plugs in Tracktion (like the MDA ones?) give you a generic Tracktion UI similar to what you get in Live. Since these are native T controls, it should be easy for T to automate it's own controls in the same way Live4 does. I'm sure it could be accomplished in T2, and Mackie would be a bit stupid not to include this IMO.

it's basic parameter mapping. Definately do'able. The only catch is that the VST must use VST automation in order to be mappable (which most do), and if they don't use VST automation, the odds are the parameters are determined by midi-cc anyway.
eXT is a clear example of this... it uses midi-cc to controll all means of automation. Any VST automatable parameter is mappable to a CC, and thus controllable.

no like i have a tascam us428, and i dont think that it has MMC. i think what MMC is, is like a cd player opening and stuff like that. Not the other way around.
