No, but ...
It looks like you can use modulators with the Blue Cat Remote Control plugin to remotely modulate external hardware CC

I've been playing around with it a bit, and I got it to sort of work, but it's involved.
I click on a parameter I want to control in a vsti, and do midi learn on that, like normal.
Then go to the quick controls, find that parameter and assign it to the quick control (up on top).
Then I can assign a modulator to that quick control.
The modulator acts as an offset. It will still be running, but assigning it an amount,
it will either be added to, or subtracted from, the slider amount on the quick control.
So if I use a negative amount, the modulator will have no effect while it's running
until I move the slider up.
Trying to use midi learn directly on a modulator doesn't work for me.
It's very possible I'm doing something wrong though. The manual doesn't help much.

I should add that the midi learn that's in the smaller boxes with the plus signs works fine for controlling synth parameters.
But it's on all the time.
And I'm looking for a way to control the amount and the parameters that are inside the modular itself with a keyboard slider.
I've put in a feature request to have midi learn added to the module itself.

So do the new modulators work with VST2 plugins?

Yeah ofcourse. But i do have a fairly modern controller (Launchkey MK3) which controls are automatically assigned to the QC's.
If it's not automatically assigned for you then you have to do some setting up first using the Midi Remote pages. If you have a keyboard/controller that doesn't follow standard settings for this (like the CC121 that i also use), it can be a pain to set up...
Anyway, you'll have to check your controller manual to check what CC's are assigned, and ofcourse to see if it's VST3 compliant (for the plugin QC's), and/or able to work with Cubase straight from the box (for the Track QC's).

Open your Modulator.
Open the QC's.
Hit Learn.
Touch any parameter on your Modulator.
Uncheck Learn.
Your Modulator parameter is now assigned to the QC. And thus Midi controllable (see my answer above).
So, in your case :
Pick the Macro Modulator.
Assign the parameter in your vsti to the Macro Mod (using its 'Learn').
Assign the Macro Mod to a QC (using its 'Learn').
This is 2 seconds of work.
You can then later assign anyhing else (other Macros, plugins, whatever) to your Macro Mod and control everything using one single Midi CC. the Macro Mod is awesome for this. And if you want another CC to control another function, just assign it to another QC.

Thanks. That works. I normally don't use the QC's. I just right click a parameter and have it learn that way.
I thought I would be limited to 8 controls that way, but yes, you can assign multiples to a macro.
I'm using a Kurzweil keyboard that has, I don't maybe 30 or 40 knobs, sliders, buttons, etc. that can send midi, but it doesn't have a Midi Remote template, and I'd rather use my time playing, then trying to set one up.
Learning a different way is a process. I'm making progress with it though and your post has helped.

VST2 is finally officially dead now. Steinberg is no longer supporting or having anything to do with it.
If you have any issues with plugins with Cubase/Nuendo at this point, you are completely on your own.

Just noticed that EZDrummer plugin is blocked and can't be activated. Same with 13 but I never used that much. Anyone else have this issue?

That's gonna be super useful.
Also, lots of ppl will be happy with the 'open/close editor' ones.
