is this a bug?
i start with a new project and there are a few tracks
i delete them, to start afresh
-so there are no more tracks or racks in the main project area
i create a (new) audio track
then why is this called (t) rack 2 and not (t)rack 1 ??

First of all this practical request: In the future please crop your videos to the MuLab application area only. It makes it easier to watch.
That said it's essential to understand that in MuLab tracks and racks are separate things. They can be linked, but still it are separate things.
Now note that in your video at 2" there still is a rack, called Master.
When you create a new audio track this automatically also creates a new rack.
For racks the default name is "Rack i" where i is the rack's index number.
As it's the 2nd rack in that rack desk it's called "Rack 2".
You can change that rack name of course.
By default tracks are named by their target module.
So that's why your new track is called "Rack 2" as all audio and events on that track are sent to Rack 2. You can change that track name of course.
