I also cannot repeat the issue. CC 115 working fine as expected, also with MIDI learn on Sylenth.
Tip 1: Insert an Event Monitor just before the VST plug to check the event stream.
Tip 2: Just as a test, download the full M10 package into a fresh new folder and run that M10 out of the box thus without copying any user settings! Now repeat the test. If it works, it's most probably something in your user settings in your main M10 setup. Maybe a function shortcut triggered by CC115? Just a thought.

By thinking logically. By testing from where it works, and little step by little step update that new M10 install to the user settings of your main M10 install. At some point you will find where it stops working and so you can zoom in on the last change you did. I'm sure you're experienced enough by now for knowing how to do such narrow down testing.
