The ableton site help says that if the option "send usage data" is off, live does not collect or transfer any data.

This is not true. If you disable send usage data in the live options, it stops sending the data, but it keeps storing it. I had thousands of files. After deleting the files, the trash bin took ages to empty.
I stoped live from writing these files by removing write permissions on the folder "Usage". It's the only solution. I have found no side effects or error mgs until now and ableton live closes and opens faster.
Ableton live is full of bugs that no one notices and slow down the app. Since two releases ago, native plugs load much faster. It was stated in the change log: " Live might star a bit faster now". I don't know what computer these people are using but in my i7 4.5 Ghz it was a massive improvement in speed. Before, any vst was loading much faster than the native plugs.
The ableton team seams to have no idea of what the code does.
