Can someone help me to import an MP3 file into Waveform 13?

I do want to start this off by saying I am very new to music production/mixing and mastering etc.
Basically, I've been trying to import an MP3 file into Waveform and all I get is a pop-up reading "couldn't handle this file format", it is an MP3 file.. when I click "import MIDI/audio file" it says that .mp3 is supported...? So what do I do?

Another thing is I have an audio interface (Behringer U-PHORIA UMC22) and a Guitar/Mic to USB-C cable and if I try to record anything on any of them it just doesn't record??? For the audio interface I have downloaded the software needed for it to run but there just isn't an option to select the interface as an input or an output (and yes I have tried uninstalling and re-installing the software multiple times).

Any help would be really appreciated

You may need to get hold of the LAME encoder for MP3, if it's not on your PC.

By the way, you need to tell us things like what operating system you're using. A good idea is to include updated notes about your system (hardware, software, etc) in your KVR signature. That way it only needs changing a few times a year and you don't have to remember to put it in the main text of your post.

Like this...
[W10-64, T5/6/7/W8/9/10/11/12/13, 32(to W8)&64 all, Spike],[W7-32, T5/6/7/W8, Gina16] everything underused.

All that should be required for Waveform to recognise your interface is for the relevant drivers to be installed.

Afterwards when you run Waveform it should then recognise your interfaceUSB. The interface should already be connected to your PC via USB. I don't know what the cable with USB-C on it is for (you'll have to give us more details about it). Your mic and guitar can go through your Behringer interface.

When you have Waveform open, choose the Settings tab and then Audio Devices. Your Behringer should be listed. In there, you might have options of Directsound, ASIO, and Windows Audio. There is a thing called ASIO4ALL that has been in use for many years. You could find it (somewhere on the web) and install it. I think Directsound is one you don't want. But do do searches on this forum to see what others use and recommend.

If all is well to this point, when you want to record to a track, you have to arm the track with an input and then click it to turn it red. There is a fixed thread on here with lots of references to YouTube videos and you'll find ones in there explaining how to record via an interface.

I've tried this multiple times (ASIO4ALL was what I was referring to when I said "software") and when I click on audio devices and click the drop down menu it is not listed there, ASIO4ALL is listed but there is no option for input or output and it is listed as "device" (I'll attach a screenshot so you can understand what I'm talking about) and if I click on the ASIO4ALL application it just takes me to their website which isn't helpful at all and I don't know what to do.

What's the source on that mp3 file? Where did it originate?

It might either be corrupt or it's not really an audio file.

In future, where possible, you'll want to work with .wav files (Waveform can import those easily) as they're much, much better quality in some cases.
Spotify, Apple Music, YouTube, and even Deezer, whatever the hell Deezer is.

I don't know anything about this interface, but here is an old video showing Tracktion 7 which has a link to drivers in the description. I know Zane has a good channel, but I have no idea if the link is still good or if the drivers are still good.

If I'm not mistaken, Behringer does not make their own device drivers, they just use ASIO4ALL, which is a generic driver that can be used with pretty much any device. When ASIO4ALL is selected you can click on the "Control Panel" button to open its control panel (yellow arrow in my image) to change the settings for the device that it controls. There are probably good sources online for more info. I don't tend to use ASIO4ALL so I can't help you out there.

I don't know what you mean or what you're expecting to see that you're not seeing when you say "option for input or output" here. You're not including the inputs and outputs in your screen capture (orange arrow in my image). The inputs and outputs usually just say something like "Input 1" but you can change the name if you prefer.

Note also that one of the confusing features of Waveform is that you can record without recording. It doesn't warn you or stop you. To actually record something you must arm the track input. Yes, this is a feature and it was asked for by users. More power = less easy/obvious. This way you can punch in and out the recording without having to pre-define when that happens and also do so for specific tracks, like if you want to stop recording on one track but keep recording on another.

If audio is coming in to an input you should be able to see it in the meter on the left of the track. If the input is armed and will actually record you should be able to see it in the meter on the right of the track. Waveform has a nice left-to-right flow of audio that makes it easier to track down where something is going wrong.

Surely there must be consensus by now...

No problem. Did you ever get your MP3 problem worked out? I'd recommend trying to load it into a regular audio file editor like Audacity to see if there is a problem with the file itself. If it loads in that program, re-save it as WAV and try to load that into Waveform.
Surely there must be consensus by now...
