I just ran into this. By default, when you are trying to automate tempo, it has a range limit of 90-150. I needed to automate below 90, but I could not.
It is not at all obvious, but you can change this range. In the tempo track (not in the editor) you can see the numbers for the range in the track header. These can be changed by double-clicking the number and typing a new min or max BPM.
This is a welcome feature once you know about it. Before the track went from 0-666 or something, and it was very hard to work with. Now you can set the range for your project, and editing is much easier.
