FR: Global Preference for Plugin Auto-Bypass

Jo, would it be possible to add a preference to globally set the plugin auto-bypass threshold time? This is a useful CPU saver, but currently (unless I'm missing something) you have to set this on each plugin individually on every project. With a global setting, you could set a base value and adjust it per plugin if required, or just leave it off as it is now.

+1 for this, countless times where my sessions benefitted from my plugins having this feature enabled

My sessions are quite large, and this feature has helped in making them playable once again
