I would like to route about 16 channels from another audio application into Bitwig and then from Bitwig to my audio interface. What is the best solution for this in terms of latency and stability?

Some audio interfaces have loopback functionality, they can route audio between different audio applications, check your audio interface.

There are also software loopback drivers but I have no experience with them.

I use RME AES HDSPe for 16 channels (no DAC/ADC), each with loopback. It has been discontinued recently but, RME is master in drivers follow-up (at least on Windows). It's the best for the money (50%) in the 2nd hand market, I think. And you can mix many of them in the system.
Regarding software, I let it down long time ago.

Edit: I did a fast check for my own interest and it seems that all actual (and some older) RME cards support internal hardware loopback.

on my Mac I do fine with blackhole, but I only route 2 channels. I do believe it has an option for 16 channels, though.

Dante Via is what I use… If its just two channels, I have a very short cable to loopback via spdif on my motu…
