but why limit them?

it's not a conscious decision *to* limit, just reaction to practical limitations. Why limit roads to 4 lanes? Why not just make them all 50 lanes and be done with it?

what different from sends to racks

Racks never really worked propperly as sends because they add latency that puts the tracks using them slightly out of sync with the other tracks. This tends to cause a smearing of the sound.

I'm hoping that these are real sends that eliminate that latency problem and that they are not simply hard wired racks as pHz suggested they might be.

I still can't totally picture how they will work but I assume you will add a send filter to a track, and there will be a seperate (horizontal) track further down the page which will be for bringing back the return and adding the appropriate filter effects you want.
