Say I have two racks in my main rack desk. One for fx sends, which contains several sub-racks, each with a send effect. The other rack is a drum rack which contains sub-racks for each out sent from my drum plugin, one for kick, one for snare etc. Is it possible to send from one sub-rack in the rack desk to another sub-rack in the rack desk, e.g. from the snare sub-rack in the drum rack to the reverb sub-rack in the fx sends rack? So far, I know you can send from top-level racks in desk to sub-racks, but haven't found a to send from sub-rack to sub-rack.

The easy GUI support for sends indeed is limited to going from one rack to a sibling rack, i.e. racks which are on the same modular level.
But everything is possible by making connections yourself. It's just about drawing the right connections and adding the necessary modular ins and outs to traverse from one MUX level to another.

So elaborating on your example:
Inside the drum rack add a modular audio output. (you could give it a custom name)
Inside the fx rack add a modular input and connect it to the fx slot you want. (you could give thatinput a custom name)
In the parent modular area of these racks (a composer i assume) connect the new out of the drum rack to the new in of the fx rack.
Now returning to standard rack view you can insert a send that goes to that new audio output and so the signal will flow to that fx in the other rack.
Hope you see the picture.
