It's wise advice.
It's my job - I say it's bollocks. Okay, I may be overstating the case :), but there is no technical reason why you need such a vast amount of free space, even allowing for the cackhanded way that Windows allocates disk space.

I'm wondering if it stems from the advice of when setting up a new system, make your system drive about twice as big as the size of the OS and apps you wish to install to allow for future growth.

Very possible this rule-of-thumb made some sense some decades ago, when Windows fitted on three floppies and harddisks of 120Mb were top notch.

Still, it makes sense to do some housekeeping every now and then. So why not when it hits the 50% mark? You'll be on time then anyway (maybe even a bit late...)
