hi ,i have heard this effect many times ,its when u take a vocal and like switch it off and on really fast (lol ) i hope peeps know what i mean its not like the n n n n nineteen one but more like ninetttteeeeeen effect ,i think BT done it on one of his tracks

Either you're thinking of gapping, or more likely you're thinking of an older form of timestretching which thanks to the age of the technology sounds more granular than precise.
No clue what'd do that sound these days since everything's all sample precise now but you might be able to fake it with something like KTGranulator; play the sample an octave lower, then set Granulator's pitchshift thingy to +12 on both the upper and lower parameter and tweak the other parameters to suit. I'm not really sure since i've been awake for about 32 hours straight and the only thing keeping me awake is earl grey tea and Twisties.

i think its more of a moden sound ,its really hard
to explain it but gapping sounds good
or put it this way take a sound and move the vol
up and down really reaaly fast

so many ways to do this.
a) cut/paste the sample in your arrangement
b) load the vocal a sampler and control the volume by using a square LFO (e.g. synced to beat or controlled by modulation wheel etc for more control)
c) cut the sample up and spread it across a range of keys in your sample, then play it back by hammering keys..
d) track volume automation
.. sure there are more. granular plugins etc.. but for the "nineteen" sound, just chop it up.
If the stuff above makes you dizzy, maybe peruse the manuals some for details.

You need to use a sampler (software or hardware) to play back the sampler and assign the pitch bend to something like modulation...
