Either you're thinking of gapping, or more likely you're thinking of an older form of timestretching which thanks to the age of the technology sounds more granular than precise.

No clue what'd do that sound these days since everything's all sample precise now but you might be able to fake it with something like KTGranulator; play the sample an octave lower, then set Granulator's pitchshift thingy to +12 on both the upper and lower parameter and tweak the other parameters to suit. I'm not really sure since i've been awake for about 32 hours straight and the only thing keeping me awake is earl grey tea and Twisties.

i think its more of a moden sound ,its really hard
to explain it but gapping sounds good
or put it this way take a sound and move the vol
up and down really reaaly fast

P.S good luck with the tea :)

A chopper?

so many ways to do this.
a) cut/paste the sample in your arrangement
b) load the vocal a sampler and control the volume by using a square LFO (e.g. synced to beat or controlled by modulation wheel etc for more control)
c) cut the sample up and spread it across a range of keys in your sample, then play it back by hammering keys..
d) track volume automation
.. sure there are more. granular plugins etc.. but for the "nineteen" sound, just chop it up.

If the stuff above makes you dizzy, maybe peruse the manuals some for details.

ok thx guys will try diff ways and see what happens
lol

if you are looking for something to pulse the volume rhythmically, then try my scuzzphut6.5-lite plugin - link in my sig - that's exactly what it's for. :)

Noise Gate

Try a ringmodulator with a square as a carrier, and low frequency (less than 50Hz).

Or grab DFX BufferOverride and go nuts.

retrigger the sample while gradually increasing the offset slightly each time

You need to use a sampler (software or hardware) to play back the sampler and assign the pitch bend to something like modulation...

I'm pretty crap at explaining things, but hope that makes sense!!!

You'll get a bit more insight into BT's stutter edit theory from this article

or, download the demo of ableton live4, import your vocal, reduce the bpm, and mess with the grain size & flux controls.

Wow, I really never did realise just how much BT was stuck up his own arse...anyone would think he invented music!

Maybe Oli Larkin's chopper or LFOchopper will do the trick for you:
