It could be that, yes. SynthMaster recognizes C-1 as Midi Note 0. and I think Reaper does it that way as well. Yeah, I think that one goes back a long way - some old synth companies doing it differently just for the heck of it.

Midi is clear, as its Midi note numbers. The A of 440 Hz is Midi note 69.
Midi note 60 often called the middle C is C3 for me and for some its C4… Both mean those 261,x Hz…
All plugins use just Midi, only the label might be different…

My first plugin on a synth track is a midi octave transpose plugin.
So often synth sounds are programmed one way and I want to use them another way.
A bass sound? But I like it as a lead so I transpose it 2 -3 octaves up.
Arrangement, that part is too low but cool? Try it out an octave higher.
But I get the drift with consistency with other plugins.

There's no consistency, there are 2 standards
Interpreting Midi Note 60 as C3 or C4 is important when you are parsing file names OR when you are displaying note names. Other than those 2 scenarios, there's no issue. SynthMaster plays Midi Note 60 as 261 Hz, regardless of its displayed octave.

I just installed the latest version from the site and Cakewalk is freezing up before it can show the UI. I was loading up the VST3 version. Also I noticed it didn't show the VST2 version in my list of plugins even though I installed both types.
After about 10 minutes of trying it a few times, I uninstalled/reinstalled it, but it does the same thing. I emailed you the crash log files from Cakewalk to see if it helps.

Your issue might be different. I checked the log files my brother forwarded me. They seemed OK, I didn't see any crash in those log files. Can you try this:
delete E:\Users\Public\Public Documents\SynthMaster 3 folder
and try again?
FYI: In Rob's case, I checked the sample search paths he sent me (SynthMasterSampleFolders.txt file). D:\ and E:\ drives were added to search paths. I don't recommend adding drives at the root level. I will make sure this is not allowed.
