I don't see a file on that link.
Anyway, i could get to the point that's interesting: Just after cubase goes play, it reports a negative position to mulab! That's odd. Will look into that how mulab handles that.

Please try switching off "Sync Time While Playing".
Does that resolve the sync issue in Cubase?

The sync issue is definitely related to Cubase sending a negative play position to MuLab upon start playing. You can see that in the video you shared, in MuLab's host sync monitor. Currently such negative host play position is an unsupported case. I'll research if this can be supported on short term.

the [song] loop in Mulab or in Cubase
when working with hardware (sequencers) and Ableton Live, sometimes the computer gets all winded up when playing an (internal) loop, so the song position is not correct anymore

MuLab Plugin M10.0.77 beta for Windows 64 bit is available:
