Since you have no way of knowing what's been done here, if anything, you can't make any assumptions based on measurements of the resonance peak levels across the cutoff range.
It's as simple as that. There's myriad other issues as well, but the show stopper is right there at that first assumption -- that they know how the filter is designed. As I've already pointed out, if you know how the filter is designed you don't NEED to test if it's zero delay feedback because you already know.
