No, it isn’t here, as part of legendary series.

I just want a separate plugin devoted to the JD-800 like some others on here.

A JD-800/990 vst would be great indeed even though I don't think it would be that different from the Zenology JD-800 expansion. What would make it more faithful to the original hardware ?

Yes judging based on the videos, the software sounds less vibrating and shimmering. I wonder if it simply lacks of a 3-band-eq setting per preset or so?
