Yes they are, and no Kontakt isn't. Even NI does not refer to Kontakt as a VI, because it isn't, and all those companies making VIs that work in Kontakt do. Because they are. Your argument appears to be that as soon as even a single sample is loaded into Kontakt, that sample magically becomes a Virtual Instrument in its own right.
