As I've stated before those things were/are also possible in VST2, so while it's true that Cubase and other VST3 hosts happen to implement these features in their preferred format it does not mean those features are exclusive to that format; rather that they've neglected to implement the features in other formats.
From a technical perspective there is absolutely no justification by merit for VST3. None.
Regarding per-note control, this feature is actually so underutilized that there is no justification to implement it in any other format and never was for VST3 either.
Notice that you said "I almost bought ..." and not "I did buy ... and use the feature on a daily basis which is core to my workflow and could not be achieved in any other way."
MIDI (unsupported by VST3) provides 16 channels which can be used for 16 independently controllable voice groups. For example a six string guitar is the most common application, and is an example of a feature very frequently utilized in VST2.
