App / Plugin to organise samples - free/cheap?

Not owning a heavyweight sampler/sample library means I don;t really have anything that helkps me organise/browse/categorise the various freebie samples I have collected - are there any apps/plugins that are freeware (or inexpensive-ware ) that can help me do this?

Also, if I could afford it, would Halion Player do the same ?
