time compressing / expanding questions

Hi, I cant quite get this down. Given and audio clip, it should be easy to time expand and compress it, correct? Lets just say I have an audio clip, how do I do both of those things?

Is is possible to pick a point within an audio clip and pull it back n forth such that the portion before it and after compress and expand to compensate accordingly? If not, whats the best way to acheive that effect? Splitting the clip at the point you want to move and compress one clip from the split point and expand the other to fill the empty space? I cant get that to work.
