Doesn't look like there are any limits on FX/VSTi's ... not really a mass of info on the product.
It does look like the usual Cakewalk type of sequencer ... this will probably have a bit of a learning curve, but it appears to have everything needed to get started - that's why I mentioned it.
Hard to see exactly what the poster want's though ...
I would normally say go get XT + a selection of freebies = awesome combo; but then again as I said; who knows what the guy is into or wants, other than cheap.
Perhaps play around with freestuff and the XT demo and wait for XTV2; now that should be worth waiting for.
