I am brand new to this forum. Can the East Web Fab Four sounds be used on the Receptor? Is there someplace on this website that has any info on it?

Hello Rand,
Currently, None of the East-West's Play-engine based libraries are running on Receptor. I haven't heard any rumors about these being ported to Receptor, but you could try sending a note to Muse.
I use many of the previous Kontakt-2 based East-West libraries on Receptor (SymphonicOrchestra, Colossus, RA, etc). The newer libs won't open in Kontakt though.
