It does.
You first need to click on one the presets with your mouse, then use the up down arrows on your keyboard.
If it doesn't work, let me know. Live has an Options.txt script that can help with that problem.

Try this.
Start a text file.
Copy and paste this text below into the text file.
-_EnsureKeyMessagesForPlugins
Then save it as... Options.txt
Put it into your Ableton preferences folder.
On mac osx it's
user/library/preferences/Ableton/Live8.x.x
If your on a windows machine. You'll have to go to the Ableton forum to find out where to place it, cuz I don't know.
...or just wait a few, and I'll find out in a second.

I don't think using the keyboard arrow keys, is that much more useful anyways. You're still forced to be sitting at your PC. I posted a message about a year ago, about making the Preset Left/Right buttons assignable to a MIDI cc, but Urs said there is a problem with buffering the presets

the way my gear is set up i'm always in front of my pc so that's not really a problem for me
I just didn't want to have to be using my mouse over and over that way. you know why
I started using autohotkey, but mcnoone's solution is better
