Recently I downloaded and installed the latest version of your excellent pizmidi plugins (last change in the txt file dated 2011 02 04).
There's an entry in the change log on 2011 01 29:
* Fixed Clip/Limit mode of midiConverter3
But it still doesn't work (tested in Bidule) . In clip/limit mode it clips the input, but then stretches it like in Clip/Stretch mode
midiConverter Clip/Limit bug

hmmm... you're right, but that's what it is supposed to do. what it does is clips the input to the input range, then stretches that to full range, then limits that to the output range. clip/stretch just stretches the clipped input range directly to the output range.
i don't remember why i did it that way, but i could rename clip/limit and add another mode with no stretching at all.

This would be nice. Sometimes I need just to filter out some CC-values (like band-pass filter) and I can't do so in any mode without stretching output and changing values that I need to go through unchanged

done, and updated pizmidi.zip again:
http://thepiz.org/pizmidi/pizmidi.zip
(old mode is called "Clip/Stretch/Limit"; non-stretching one is at the end and is named "Clip/Limit")
