I think the Bargain Center thread in the Marketplace forum could be better. We could start a new one for each month (I.E. "Bargain Center - February") and a mod could make the current month a sticky.
We could allow discussion in the bargain thread, which is going to happen anyway. Keep everything in one thread and keep the size manageable by making a new one each month.
This is how they do it at the Harmony Central forum (full disclosure - my only experience with Harmony Central is their guitar deals thread). It gets a little off topic at times, but no more than here at KVR. We stand to lose all the posts of people chastising others for discussing deals.
I understand that some people just want to get an email notice when someone posts a new deal in the bargains thread, but my argument is that those people don't need a forum. They need some other service.
Heated opinions may ensue. Not trying to stir anything up, just saw a different way in another forum and preferred it. YMMV.

I agree it no longer seems to be used as intended.
One frustraton with the discussion in the same thread is that it is easy to then miss a bargain trying to skip past the discussion posts. In reality I don't know how you would stop it.
Your suggestion sounds like it could be worth a try though.
Maybe when a deal is posted it could be in a different colour font.
So gossip has standard white font,
and deals are in yellow for example,
if this is not too much of a pain when posting.
This won't help those who subscribe though.
