Probably? It's so heavily compressed and there's little filter on it. I've heard similar recreations of that sound with Reason's Subtractor, a 10+ year old softie.

Synth used is probably sylenth, at least it sounds like one, with filter drive or fx overdrive and compression section engaged, yes it is possible with diva Use Dco or VCo oscillators for that, add some overdrive and for filters try using Ms-20 ones Rev1 or Rev2 and Tweak to taste
