Ra is great. Silk, mentioned by audiosabre, too. Is there something wrong with them? I don't remember any cheap library that contains a good duduk right now. EWQL Silk's duduk is great, as is RA's, IMO.
MOTU Ethno 2 and Best Service Ethno World 5 have duduks as well. I have MOTU Ethno 1 and the duduk isn't that great IMO, but I'm not sure if Ethno 2 has more or improved duduks.
FWIW, here's a vocal/piano/duduk piece that my friend Mia Valo and I wrote a while back. It features one of the EWQL RA duduks.

There's several Duduks in the Sampletank World Instruments Xpansion Tank, one of them with velocity switching of the softer and harder tones. There's also hundreds of great blown, plucked and percussion instruments in the set, including american bluegrass instruments.

Try Ethnosphere (it is VST synth), it has alot of such sounds.
