Will one be able to use touch control for Nantstudio if one installs it on the new Microsoft tablets that are launched now?

If Nantstudio for Windows RT exists, or if/when it is released, yes.

But the Surface tablets also comes in a version that runs Windows 8 Pro, hope Nanostudio can be used on that in case.

Applications don't automatically become "touch sensitive" when you run them on different hardware.

And the Surface Pro (x86) isn't the the tablet that is being launched "now". First the RT and the Pro later
