Add locator and Add locators around selection

Is this not supposed to create new timeline locators at the beginning and end of a part? If so, it's not working for me. If not, what are these functions supposed to do?

You're talking about shortcut function names, right?
The "Add Locator" shortcut works in the composer too, it creates a new locator at the mouse position.
"Add Locators Around Selection" currently only works for audio file and sample objects i.e. it adds 2 new locators around the selected audio.

Well, "Add locator" works when the mouse cursor is in open space, but not when hovering over an audio part. "Add Locators Around Selection" doesn't seem to work at all.
