I cannot remember when the Modulator "cogs" button was added, but it might be worth realigning the Modulator and Multiparameter panels again. As in the lower mock-up:

Hmmm, why?? This even looks like the button relates to multiparameters, which it doesn't!

The different widths of the Modulator and Multiparameter panels look out of balance to me.
