Is there any downside to using maximum upsampling when rendering offline?
In other words if I don't have to worry about my cpu hit, would it make sense to render at the maximum upsampling?
Are there any examples of when this wouldn't give a better quality result?

I am not sure. The only difference I noticed once is that some presets in MPS for example sound different with upsampling. So when you produced something with the specific sound (which only is that specific without upsampling) than you could get a different result after rendering with high upsampling.
