Ok, this is something that I don't understand. It seems to me that 1/4 = 1/16 (every other host)

It's cool if it is, and that seems probably but I haven't been able to find out and everything I do responds the way I mentioned (the groove stuff seems to indicate that is correct since there is basically nothing over 1/4)

No 1/4 = 1/4 and 1/16 = 1/16, to understand this better pull up a midi clip and move your mouse any were on the edit screen except the midi clip, I suggest over the time ruler at the top of you edit.
Roll your mouse wheel while snap to grid is on the resolution will change as you stroll the will but you will also notice that whatever you set the resolution to, say 1/16 if you look close you will see 16 deep white lines and 1/4 you will see 4 deep white lines on the midi clip in each bar.
Tracktion uses ticks and beats and bars unlike other software might say 1/4 bar Tracktion say 1/4 beat. So 1 bar is 64 beats 4000 ticks = 1 whole bar in Tracktion and 1 beat is the same as 1/4 beat no mater what these two selection can only get you 4 notes a bar.

You are just confusing notes with beats. 1/4 beat is 1/16 note (with time sig 4/4).

What I was saying was that in ANY OTHER HOST I've used, if you quantize to 1/16, you get a particular result. In Tracktion, it's not the same, people who think like other hosts in 1/16th, you should be thinking 1/4th.
Not saying you are wrong, just saying that it's not how you think in quantize/groove with other hosts
