Do you have a favourite song to cry to? The kind that always chokes you off, no matter how many times you listen to it? Even if they are ever so sappy you would not necessarily admit liking them to anybody else? And I do not mean just some music - something whose lyrics hold just as much meaning as its tune...
Personally, I find these very effective if I am in the mood:
Joni Mitchell: BOTH SIDES, NOW
("It's love's illusions I recall
I really don't know love at all")
Janis Ian: AT SEVENTEEN
("I learned the truth at seventeen
That love was meant for beauty queens")
ONE IS THE LONELIEST NUMBER
The Carpenters: CLOSE TO YOU [They Long To Be]
("Why do birds suddenly appear
Every time you are near?")
Any additions?
Personally, I find these very effective if I am in the mood:

Oh, stop teasing! If I hadn't seen the movie, the song would just be "some nice fake Russian folk music."

Number one song making me cry is still Sinatra´s version of "My Way".
Then there´s "friendly man" from a rather unknown end 60´s group called "the free design". (just happened today again .. sat in my car, drove, and the tears came. wonderful feeling)
The carpenters do it to me as well, and lately it´s "our mutual friend" from the Divine Comedy.
All in all there are quite some songs making me cry .. and i hope this will never ever change.
oh .. and of course Donkey Tugger´s "Barnsley" .. i cried rivers to this song.

nothing, I have no soul. Louis Armstrong's What A Wonderful World does affect me a bit - reminds me of my late Grandad (he wasn't much of a singer or anything, he just like Ol'Sachmo, or Sasquach or whatever his name was).

Okay, got one that stands the test of meaningful vocals. [Edit: with a nudge from Emerald Tablet's latest]
Don McLean's "Vincent." aka "Starry Starry Night."
For all that it's sappy, that is some heavy stuff. So simple. Seems to me the writing and performance contain genuine emotion, not just maudlin sentimentality.
